Ex-fiscal watchdog’s audit causes scandal

An audit of the former Comptroller General Julio Cesar Turbay Quintero’s administration has revealed the misuse of public funds and caused a scandal, Caracol Radio reported Monday.

In its evaluation process of the administration of Turbay Quintero, who was in charge of overseeing public funds from 2006 until he resigned in August 2010, the Comptroller General’s Office found 85 “faults of administrative character” including 21 having to do with disciplinary actions, eight suspected fiscal deviance’s, one penal issue and three possible sanctions for a breach of improvement plans and deficiencies in the rendering of accounts.

“By December 31, 2009, the material on fiscal responsibility showed a total of 3,195 of these processes, and an amount of about $1 million,” according the report by the Comptroller General’s Office.

Because to the majority of the paperwork for these alleged fiscal deviance’s had been processed during an initial probationary period, there are few for which the money can be recuperated.

“In the period audited, for every $500 detriment of funds to the public of the nation for which the Comptroller General’s Office has investigated through December 2009, there only exists the expectation of recovering $.004, that is a recovery rate of 0.8%,” says the audit.

In January 2011 an investigation into contracts signed by the former Comptroller General Julio Cesar Turbay Quintero reveal that he spent more than $27 million on personal expenses while in office.
