Thirty of Colombia’s 32 departments filed complaints of voter tampering and “transhumance,” reported Caracol Radio Tuesday.
The only two departments that have not detected election fraud are San Andreas and Providencia, and Vaupes.
“Transhumance,” the process of physically transporting voters to register in other municipalities, has been a recent issue for Colombia’s Electoral Observation Mission (MOE).
San Andreas and Providencia consists of two island groups in the Caribbean Sea, which makes “transhumance” virtually impossible in the department.
The department of Vaupes has a very small population and large amount of land. The three municipalities are located far apart, therefore making “transhumance” difficult in the department.
Colombia will hold nationwide local elections in October.
